Comments: | The ability of jurisdictions to generate unique identifiers varies. The assignment of Person identifier to a uniquely identifiable individual is important for the Activity based funding: Mental health care national best endeavours data set (ABF MHC NBEDS) to permit the linkage of services between mental health care services. The Person identifier that is reported to the ABF MHC NBEDS, may be an existing identifier (from either specialised or non-specialised), or it may be a new identifier that has been created for the purpose of reporting to the ABF MHC NBEDS. For the purposes of reporting mental health care activity for activity based funding, the value reported should represent the highest level of organisation at which a unique patient identifier is applicable and allows all associated health care activity to be reported. The Person—unit identifier type, mental health organisation type code NN data element is intended to be used in conjunction with the Person—person identifier, XXXXXX[X(14)] data element to allow users of the data set to link activity between data sets. For example, if the Person—unit identifier type, mental health organisation type code NN has a value of ’06 Hospital’ , it will be apparent that the person identifier can only be used to identify or link that particular patient’s records at the hospital establishment level, and not at a broader organisational level, such as the specialised mental health organisation level or Local Hospital Network level. |
