CODE 2 No No formal tenancy agreement exists between a household and a housing provider for a particular dwelling. A vacant structure is only a dwelling if it is intended for human residence. The structure may or may not be tenantable. A shed, garage, office, etc. is counted as an occupied dwelling if people are living there, but is not counted as vacant if there are no residents as the purpose of the structure is not for human habitation. |
