Comments: | NO NEW DATA FOR 2012 REPORTING. Data sources for this indicator are: -Main data collection: Census. -Supplementary data collection: NATSISS (Indigenous); NATSIHS (Indigenous); and SEW (non-Indigenous). The baseline report reported data from the 2006 Census as the main data collection and data from the 2008 NATSISS (Indigenous) and 2008 SEW (non-Indigenous) as the supplementary data collection. The next available data source will be the 2011-12 NATSIHS for the Indigenous population. Fully engaged is defined as full time employment, full time education or training, or a mixture of part time employment and part time education or training. People whose level of study cannot be determined are assumed to be studying at below Certificate III and are therefore excluded from the numerator. Current available data does not provide information on the level of qualification for those working towards qualification but only for those who have completed their education/training. Therefore, the data on education/training includes persons aged 18-24 engaged in education/training at any qualification level. Prior to 2010, the Survey of Work and Education (SEW) did not include people living in very remote areas. From 2010 onwards, the SEW does not include people living in Indigenous communities in very remote areas. Whilst a reduced scope, this may still affect the comparability of results. The size of the standard errors mean that SEW data may not be adequate for measuring change over time. Baseline year for NIRA target (Halve the gap in employment outcomes within a decade) is 2008; baseline year for this indicator is 2006; target year is 2018. |
